Appear has been conceived, guided and financed by the Austrian Development Agency, the operational unit of the Austrian Development Cooperation (ADC) to implement a new strategy ‘Higher Education and Scientific Cooperation’ in support of Higher Education and Research for Development on an academic institutional level in the priority regions of the ADC.

The appear team – a consortium of the Austrian Agency for International Cooperation in Education and Research (OeAD) and the Austrian Latin America Institute (LAI) – is in charge of designing the programme details and to administer all relevant programme procedures. The team will also provide sufficient information to applicants and communicate the programme results to the scientific community, governmental and non-governmental agencies in the field of development cooperation and to the broader public.

The decision making bodies are the Selection Board and the Steering Committee.
