Promoting Gender Responsive Budgeting and Gender Mainstreaming through Research and Research Dissemination, Gender Responsive Policies and Strengthening Institutional and Management Capacities

Overall Objectives:

  • Contributing to gender equality and poverty reduction in Uganda
  • Strengthening gender responsive management capacities at institutions of higher learning
  • Developing and strengthening links and research collaboration between participating universities in Uganda and Austria
  • Strengthening implementation of Gender Responsive Budgeting and Gender Mainstreaming through applied interdisciplinary research and teaching as well as stakeholder involvement
  • Strengthening civil society organizations (CSOs) through research collaboration and dissemination of research results

Main components of the project:

  1. Research and Research Dissemination: Gender Responsive Budgeting (GRB) as a strategy to engender the national development framework and development cooperation
  2. Strengthen Gender Responsive Management Capacities at Kyambogo University with the aim to strengthen gender equality in the university management by promoting organizational development on Gender Mainstreaming (GM) at the university.


Project Modules
Component 1 – Gender Budgeting:

  • Scoping study on GRB in Uganda
  • Identify gender gaps in national development plan (NDP)
  • Evaluate the budget process from a gender perspective
  • New aid modalities (NAM)
  • Assessing levels of downward accountability sectors of agriculture and education in Kabarole and Mpigi districts
  • Networking, deepen collaboration with different stakeholders
  • Dissemination activities
  • Development of a GRB/GM Curriculum

Component 2 – Gender Mainstreaming at Universities:

  • Assessment of the state of gender policies in selected universities
  • Gender analysis at KyU to prepare ground for a gender equality plan
  • Training/capacity building within KyU, of management, academics and non-academics university staff and students, policy makers
  • Publication, dissemination of results of gender analysis and gender plan
  • Gender analysis of university outreach programs & affiliated institutions
  • GRB/GM at KyU: prepare ground for a Gender Unit and a Gender Department
